Torch power: In August 2006 Der Spiegel asked Cadre Zhang (boss of Tibet) if there are nukes in Tibet: Zhang does not answer the question

SPIEGEL: There are rumors that China has nuclear weapons stationed in
Tibet. Can you confirm this?

Zhang: I can assure you with all responsibility that this is all a
complete fantasy. There is no nuclear weapons factory in Tibet.
